The Tallinn City Council spent only 17 minutes on the first reading of the draft budget for 2011 for the City of Tallinn because the opposition factions refused to take part in the debate saying that the draft budget lacked any details about expenditure and the whole process was being rushed.

The members of two main opposition parties Reform Party and Isamaa walked out of the hall in protest when the reading of the bill started.

Mayor of Tallinn and chairman of Centre Party, Edgar Savisaar, said in comment of criticism that also the draft state budget is very aggregated and lacks detail.

Finance Ministry added though that with the state budget, also the plan of detailed spending is submitted to the parliament, while Tallinn did not follow that lead.

The Centre Party is in power in City of Tallinn together with Socical Democrats.
